Is it legal for a 13yr old to ride a dirt bike, 49cc gas scooter, or atv in philadelphia?

If you ride a dirt bike or scooter on the street it needs to be street legal (mirrors, blinkers and the like) and I think you also need to be 16 with a driver's license. If you scooter in your neighborhood or residential streets then you're fine, but on the busier streets you probably can get in trouble. Also, on ATVs and dirt bikes above around 100cc it says 'Under 16' with a circle around it and it crossed out, that's just a recommendation because the majority of 16 year olds have drivers' licenses or went through driver's ed. So yeah, just stay off the streets and be safe, you will be fine.
