Front wheel of my Scooter/Moped is locked?

I can not move my scooter because the front wheel is very hard. I also noticed that the right hand brake is kind of loose.
I keep it in a garage and roll it out without any problems but now I can not move it because of the problem with the front wheel. Please help

Hmm, front brake lever kinda loose, at same time front wheel won't roll? (did I understand this correctly?)
Possibly, the piston in the master cylinder (is it a hydraulic front brake?) is stuck, keeping pressure on the disc brake caliper, and not returning enough to take up the play of the hand lever. I've never heard of this before, but just trying to put together the clues you gave as I understand them.
IF this is the case, you could crack the front brake caliper bleeder fitting (put a snug fitting piece of hose over it first, and the other end in a container. WHY? Because if the master cylinder piston IS stuck on, then you're going to get a high pressure stream out of the bleeder) This will only tell you if this is the problem, freeing the front wheel to turn if it is. HOWEVER, it will allow air into the system, which must then be bled for it to function properly. But, fixing the master cylinder will let air in also, so it'll have to be bled anyhow.

You probably have a hydraulic front disc brake. Check to ensure that the master cylinder is not over filled. Check the hose that leads to the front brake for kinks. Check the caliper and see if it is jammed.

If there is a cable instead of a hose, then you have a front drum brake. Check the cable for binding. Disconnect the cable from the brake and see if the brake actuation works by hand. If it's the cable, replace it. If its the brake, you'll have to pull the wheel and dissasemble the front brake to see whats wrong. It's probably the cable.

I remember this happening to my brakes on my Toyota Landcruiser. The brakes cyclinders rusted solid.
If water got into the brake fluid, the next is a frozen brake cylinder.
Looks like you need to replace your cylinder and please use the DOT 4, not the cheap Chinese stuff.

What color is your scooter . . that might help determine the cause of the problem. Perhaps a dog or cat urinated on the brakes, causing them to swell shut.

I know that on my Motorcycle there is a place on the Handel bars that you can lock. It is like a theft device you might want to see if there is something like that.

eather the front wheel bearing have gone bad.. or the break caliper or brakes are frozen.. this is when i would start to look for the cause of the problem.

Hmmm....well maybe, hmmm...idk. My dad works with cars and motorcycles, but he doesn't know either....
